Department of Defense indicated that O.C.U. forces might bear the responsibility. Following the incident's official confirmation, the president called an emergency defense meeting. According to sources, cabinet members feel that it is only a matter of time before a second Huffman Conflict erupts. Following yesterday's directive from the Department of Defense, Brigadier General Winger, commanding officer of the expeditionary force in Fort Monus, officially proclaimed the start of the Second Huffman Conflict. Shortly afterwards, U.S.N. troops began landing operations in the O.C.U.'s Menasa district. The official proclamation is as follows: "We all know of the O.C.U.'s unprovoked attack on a small civilian factory-an attack in flagrant disregard of the ceasefire, and an atrocity that cost sixty-two innocent people their lives.
